I have practiced law at the California Public Utilities Commission for 33 years, first representing the Commission in state and federal courts in 1980-82 and then representing utilities as well as utility customers and competitors in a wide range of matters at the Commission and in state and federal trial and appellate courts and administrative agencies. My work has involved telecommunications, energy, water, contracts, real estate, local zoning, Internet, First Amendment, antitrust, consumer protection, alternative dispute resolution, legislative and other legal issues. During those years, I’ve been involved in every important telecommunications policy making proceeding at the Commission as well as efforts to revise the Commission’s Rules. I have been AV® Preeminent™ Peer Review Rated by Martindale-Hubbell® since 1985. If my experience teaches me anything, it is that Experience is Everything. There is no substitute for experience, especially in matters involving the Commission and public utilities law.
My goal is to use this experience to solve clients’ problems, and to do so as quickly, efficiently, and inexpensively as possible. Sometimes a problem can be solved in just a few minutes, through accurate perception of the correct course of action, while other times more prolonged involvement, including extensive negotiation and litigation, may be required. Either way, my commitment is to analyze the problem, recommend a course of action, pursue my clients’ wishes, and do what is required to achieve my clients’ goals.
I received a B.A., in English, with Great Distinction, from Stanford University in 1970 and a J.D., cum laude, from Harvard Law School in 1977. I served as a law clerk to the Chief Justice of the California Supreme Court in 1978-79 and as Legal Advisor to Richard D. Gravelle, Commissioner, California Public Utilities Commission, in 1980-82. I was in private practice in Oakland, CA in 1983-84 and participated in public utilities, antitrust, First Amendment and cable television litigation in state and federal courts. I also served as a Lecturer in Telecommunications Law at the California State University – Hayward from 1993 to 1994.
